The Divine Liturgy is not the question of discipline but lex orandi strictly related to lex credendi.
The Council of Trent confirmed the above proclaiming anathemas against sacramental revolutionaries (Canon XIII about the Sacraments in general).
@V.R.S.
I understand your reluctance my friend, as "traditionalists" typically cannot properly define "Divine Liturgy."
Definitions:
1. Divine Liturgy:
The Holy Spirit will protect the Church from any changes = The Immutable Essential Apostolic Canonical Form ie: Canonical Words of Consecration:
2. liturgy = Accidental Form, changeable ritual encompassing the Immutable Divine Liturgy. The Pope and Magisterium have the legitimate authority to change and bind on the Faithful. Currently there are 26 Different Legitimate Catholic Rites (Rituals), which have changed many times over the centuries and will likely change many times in the future.
"So, then, if anyone says that the Roman Pontiff has only an office of supervision or guidance, and not the full and supreme power of jurisdiction over the whole Church, and this not only in matters of faith and morals, but also in those which concern the discipline and government of the Church dispersed throughout the whole world; or that he has only the principal part, but not the absolute fullness of this supreme power; or that this power of his is not ordinary and immediate both over all and each of the Churches and over all and each of the pastors and faithful: let him be anathema."
